Software development outsourcing you can actually see.
Outsource software development to one accountable team. Choose a fixed-scope project or a dedicated offshore team, see working software every week, and keep every line of code in your own repository.
Cheap hourly rates aren't the real cost.
Research on offshore projects keeps finding the same thing: savings shrink once management, miscommunication and rework are counted. Most outsourcing failures come from five problems, and we designed how we work around each one — invisible progress, surprise quality issues, hidden costs, unclear IP ownership, and single points of failure.
- You can't see progress
- We demo working software every week, not a status call.
- Quality is a surprise
- Every PR reviewed, tested, checked against acceptance criteria.
- Hidden costs pile up
- PM, QA and change requests included in the price quoted.
- IP isn't really yours
- We work in your repository with an IP assignment upfront.
Three ways to outsource software development.
Not sure which fits? Most clients start with a fixed-scope project and move to a dedicated team once the product is live.
| Model | Best for | How you pay |
|---|---|---|
| Fixed scope — project-based outsourcing | MVPs, rebuilds, new apps with a clear brief. Our PM owns delivery, with your sign-off at each milestone. | Fixed price split into milestones |
| Dedicated development team (most popular) | Growing products with an evolving roadmap. Our PM runs sprints; you set priorities. | Fixed monthly fee per team, month to month |
| Team extension | Teams with a tech lead who need more hands. Managed by your tech lead, in your tools and rituals. | Monthly per developer |

In-house, freelancers, or an outsourcing partner?
An honest comparison of the three ways to get software built.
| What matters | In-house hiring | Freelancers | Hoop outsourcing |
|---|---|---|---|
| Time to start | Months to recruit and onboard | Days, if you find the right person | Team proposal in a week, start in about two |
| Cost | Highest: salary, benefits, tools, office | Low rate, but you manage and QA | Lower than in-house, with PM and QA included |
| Skills on hand | Only who you hire | One person's skills | Designers, engineers, QA and DevOps as needed |
| If someone leaves | Re-hire from scratch | Project stalls | Replaced with a handover, at no cost |
| Accountability | You manage everyone | Per task, per person | One contract for the outcome |
| Scaling | Slow and costly | Hard to coordinate several | Month to month with 30 days notice |
How we start and how we run.
From first call to first demo in about two weeks.
Discovery call
We learn your product, goals, current team and constraints. NDA signed before you share anything sensitive.
Day 1 · Honest view on the modelProposal & team plan
Scope or roadmap, team make-up, timeline and a fixed price or monthly fee, in writing.
Within 1 week · Named team profilesOnboarding
Repos in your GitHub, access to your tools, a shared board and a kickoff to agree how we work together.
Week 2 · First sprint planSprints & weekly demos
Two-week sprints, written daily stand-ups, a demo every week and a Friday report.
Ongoing · Working software weeklyQA & release
Code review, automated tests and QA sign-off against acceptance criteria before anything ships.
Each release · Release notesScale or hand over
Grow the team, slim it down, or hand everything to your in-house team with documentation.
Your call · Full docs, no lock-inYour code, your accounts, your intellectual property.
The biggest fear in offshore software development is losing control. These safeguards are in every contract.
NDA and IP assignment
NDA before discovery. The contract assigns all code, designs and documentation to you.
Code in your repository
We work in your GitHub, GitLab or Bitbucket organisation, so you can see every commit as it happens.
Accounts in your name
Cloud, app stores, domains and third-party services are created under your ownership.
Least-privilege access
Each person gets only the access their work needs, with 2FA and a password manager.
Secure coding and review
Peer review on every pull request, dependency scanning and secrets kept out of code.
Taking over a failing system and rebuilding it right.
BeesApp came to us with a broken patchwork of PHP, Django and Vue.js left by previous vendors.
FULL REBUILD · WEB + MOBILE · RETAIL TECH
99.9% platform uptime after a complete rebuild
We rebuilt the whole platform on Next.js, Flutter and FastAPI and helped the business enter the Saudi market.

Fixed-scope projects are quoted after a free discovery call, with most MVPs and rebuilds starting from $15,000. A dedicated full-time developer starts from $3,500 per month, and a small dedicated team with a project manager and QA from $9,000 per month. Project management and QA are included, not billed as extras.
We sign an NDA before discovery and an IP assignment in the contract, so everything we write belongs to you. Code lives in your GitHub or GitLab organisation from day one, accounts are created in your name, and access is removed the day an engagement ends.
Every team keeps a daily overlap window with US Eastern time for calls and questions, posts a written stand-up each morning your time, and holds a weekly demo. Work continues while you sleep, so you often wake up to finished tasks.
Tell your project manager and we replace the developer at no extra cost, with a handover period so no knowledge is lost. Documentation and code reviews mean the project never depends on one person.
No long-term contracts. Dedicated teams run month to month with 30 days notice, and fixed-scope projects end when the agreed scope is delivered.
Yes. We start with a paid code audit that covers architecture, security, test coverage and technical debt, then recommend whether to stabilise, refactor or rebuild. For BeesApp we rebuilt a failing PHP, Django and Vue.js system on Next.js, Flutter and FastAPI.
Freelancers suit small, well-defined tasks. Outsourcing to a company gives you a project manager, code review, QA, cover when someone is sick or leaves, and one contract that is accountable for the outcome.
Usually, but less than hourly rates suggest once management, communication and rework are counted. We keep that gap small by including project management and QA in our price, sharing progress weekly and agreeing acceptance criteria before work starts.
Hoop Interactive is a US-registered company headquartered in Sheridan, Wyoming, with a remote engineering team in Pakistan. Your contract, invoicing and IP assignment are with the US company.
